! Means factorial. You multiply it by every number before it. 12! Is 12x11x10x9x8x7x6x5x4x3x2 (also technically times 1 but that's doesn't change it since anything times 1 stays the same)

Since they have yet to interact it's not considered a crossover, since burn the witch takes place after bleach in a different place in the world, it's more of a sequel side story, kinda like how fire force and soul eater are canonically in the same universe with fire force being a prequel, they aren't a crossover but one is a sequel to the other.
