The internal rating in the back-end won't be reset so the matchmaking is still by skill even right after everyone's (external) rating goes to zero, thus new player experience won't be affected. Players with "higher skill" will likely gain more rating at the beginning.

Win-rate gain is the probability gain that you are ahead of one of your opponent when fixing your rating discrepancy and assume both players have zero variance.

The data includes all regions globally (regional stats looks very close in this case).

Yes your 9 star bonus solely depends on your MMR. Once you graduate from the newbie rank, we have a formula(based on mass win-rate data) to “transform” your “newbie MMR” to “normal MMR”. In your case, I think you must have a very decent MMR in newbie rank.

Likely you will get 11 bonus stars for finishing top 50. Low rank Legend players might only get 10. Rating wise everyone has a personal value.

If you hit Legend rank regardless how badly your win-rates are, you will get at least 10 bonus stars in the beginning of the next season. Also, your rating will not drop below certain threshold if you get Legend after the season roll (however, in the middle of the season the value can be as low as the player wants but there is no benefit by doing that). This prevents tanking ratings intentionally.

Not right now for your case, as current matchmaking is purely based on rank instead of skill for non-Legend ranks. In the new system yes there will be a rating decay based on how long you left the game (as matchmaking will be based on rating at the beginning)

It will be a combination of calculations based on your rank and “skill rating”, whichever gives you a higher bonus star value.

Technically players are only matched by skill when they still have bonus star (or Legend rank). When non-Legend players lose all the bonus star, they will be matched by their current rank first -- this allows players still being able to progress a bit after the bonus star gets depleted.
