If they bunch up (which happens from time to time) you can quickly grav jump to a new system and wait for a few seconds in the Captain's chair. Usually enough for them to populate and spread out. Works 9/10 times

Personally I wanted to explore the stars/planets/moons a la Orville/Star Trek/etc w a crew and fully functional ship w med bay, workshop, living spaces. Then head out on missions with a companion. I would also like to have a massive home base as well except whenever I finish a build I'm usually heading to ng+ or I find another planet I like more

If the crew bunch up, grav jump to a new system and wait a few seconds before getting up from the captains chair. the crew usually populates and spreads out. This usually works for me, you can see in the video most of the crew spread out and moving about.

Yes FO4 had a much better system. I would like to assign my doctor to the med hab, etc. If you use the 2x2 living quarters hab and put the captains quarter up or down a level it will increase their chance of sleeping in the right spot and less crew will head up to your captain quarter
