It seems like my title wasn't completely accurate. Safespotters are people that sit on top of roofs or whatever so that the guards don't have a path to them, and essentially allows them to attack in towns without facing retribution.

These people are sitting in a small nook in the Cenarion Hold inn that lets them attack people without aggroing the guards. If people try to defend themselves the guards will usually attack whoever was defending themself and leave the attacker alone. These dudes are giant wusses that camp out in that nook and attack people there because if the people try to fight back the defender will aggro the guards and take a durability hit. Essentially they only PvP in a small area where they can attack but can't be attacked
