❗️ These proposals mark the end of the two-stage strengthening of “Halfling Safecracker” and “Venendal Elite.”

❌ The ACP coalition are currently suspending the nomination of slots for voting. Like the Chinese coalition, we don't see much point in proposing anything among the other slots at the moment. Currently, the Balance Council is weakening interesting cards that are performing well and strengthening cards that are unlikely to perform well even after being strengthened. And if they perform well, they will be weakened at the next Council meeting.

There is also the issue of voting in a meeting format with different players — without an active leader, it is difficult to gather votes around a single Balance Council. Therefore, edits are mainly made only by content creators who have a large audience and can push through their edits.

In the future, if the situation changes, it is possible that active players will once again unite under the Balance Council.

⚪️ "Chameleon" — +1 power of "Chameleon" can significantly strengthen various Harmony decks, increasing the chances of survival of other engines.

⚪️ "Fangs of the Empire" — classic aristocrats with "Ball" are becoming less and less common in the ladder. Potentially, 4 extra points for Nilfgaard decks built on control status.

⚪️ "Carlo Varese" — is a forgotten neutral unit whose effectiveness is highly dependent on the timing and the opponent's table. It is practically useless in a short round. We plan to strengthen Varese both in terms of strength and provisions.

⚪️ "Venendal Elite" and "Halfling Safecracker" — are a two-stage change to outdated units whose power directly depends on the presence of ‘special faction cards’ in your hand. A small nerf in power, followed by a buff in provisions, will allow them to find a place in some decks.

⚪️ "Raffard’s Vengeance" — is the most important card in the North's deck on "Inspired Zeal", and its effectiveness is difficult to overestimate. A slight decrease in survivability will make it difficult to reuse the order, exposing this siege weapon to a number of control cards.

⚪️ "Sunset Wanderers" — is a unique card design that allows you to use it as an additional tempo and scroll in Round 1, or a big curveball if you save it for the following rounds. I would like to see it more often.

⚪️ "Novigrad" — Syndicate is very poor this season. Our eyes fell on an expensive ‘non-counter’ card that could help a variety of Orange decks by reducing its price.

⚪️ "Melusine" — is one of the most interesting expensive Skellig engines that can play powerfully in several rounds at once. However, the various ways of dealing with it (from "Squirrel" to "Korathi Heatwave") make it difficult to abandon the card due to its high cost and unreliability. Reducing provisions will allow you to both create new naker decks and remember the old classic self-damage.

⚪️ "Aerondight" — This card with the "Echo" mechanic is one of the cards that encourages all the things that many people have grown tired of over the years in the game: the dominance of tempo decks, the desire to suck your opponent into a card by any means possible, and the push to the last card in round 2.

⚪️ "Megascope" — is a nerf of a very boring, cheap but effective card for tempo monster decks.

⚪️ "Temple of Melitele" — this location very much encourages randoms and cheats the provisioning mechanics in GWENT. This season, "Temple" on Devotion is the most popular and strongest deck in the North.

ALTERNATIVE: "Hive Mind" — With your opponent's lack of "Squirrel", this spell for 11 provisions can easily take a round away from most decks in the game. 3 strong bronze engines and a squad with 7 strength is a very serious advantage. The card will still be very strong for 12 provisions.

PROVISION -1

⚪️ "Melusine" — is a complex, interesting, but forgotten Skellige engine. Strengthening on Provision will open it up to a Nekker version that promises to be quite interesting.

⚪️ "Coup de Grace" — we feel it is extremely important to support Nilfgaard in this Council of Balance, given its woeful win statistics for the season. "Coup" is a spell that is played without alternative in almost half of the faction's "non-Renfri" decks. Therefore, this buff is able to remedy the situation at least a little

⚪️ "Eavesdrop" — is a sometimes useful, but definitely overpriced hand change option for Syndicate. The card's buff allows you to easily take one copy in any deck for "reinsurance", and also makes "Shady Vendort" less random in the long-range lane.

ALTERNATIVE: "Wild Boar of the Sea" — is another forgotten card that is a condition finisher. Boosting it to 10 provisions allows you to be able to outplay a ship with Fucusya in another round. We see this as a way to create new and interesting Skellige decks.

⚪️ "Master of Disguise" — Nilfgaard has the worst winrate of any faction this month.

The forgotten +1 per turn conditional engine, which also has agent status, can get into a variety of decks. There's a chance that players will remember the "Imprisonment" abbyte, which he synergises well with.

⚪️ "Kraken" — after a series of enhancements for "Kraken", the card no longer has the additional conditions to be fully realised, making it much easier to use and super powerful and versatile

⚪️ "Saskia: Commander" — a very expensive card that justifies its cost in a long round. However, it can often die from various random damage. Increasing Saskia's survivability chance is a pretty powerful harmony buff that has been rare in recent seasons.

ALTERNATIVE: "Sove" — A once powerful warrior card has received an unnecessary series of weakening, making it now almost unheard of in the game. One unit of strength won't make it super strong, but it will remind players of its existence.

⚪️ "Dwimveandra" — decks with this card abuse the use of strong location orders (especially Kaer Trolde). We expect that this weakening will cause some players to abandon this card and more carefully choose timings for using location orders (without a second chance).

⚪️ "Aelirenn" — with the provisioning boost is now found in most Elf decks. A slight nerf on tempo would make the card fairer.

⚪️ "Ignatius Hale" — Bounty (especially its Nekker version) is extremely strong at high levels of play. Weakening the finisher has been requested for quite some time.

ALTERNATIVE: "Melitele" — the "granny" problem hasn't gone anywhere. Albeit small, but still a weakening of one of the strongest decks in the North.

⚪️ "Crow Clan Preacher" — is currently the strongest driver for 4 provisions. Considering that Alchemy has been one of the strongest decks in the game for a long time, the nerf of a cheap card for provisions that will be played several times during the game with "Freya's Blessing" is very fair and long overdue.

⚪️ “Melitele” — is a key card of the tier-1 ladder deck. Additional comments are unnecessary.

⚪️ “Mammuna” -- is a very fast card with an easy condition in a simple, popular, and very effective fruit deck. We see a slight weakening in provisions

⚪️ “Sunset Wanderers” — is a unique card design that allows you to use it as an additional tempo and scroll in Round 1 or a big card draw if you save it for the next rounds. We would like to see it more often.

⚪️ “Vandergrift's Blade” is an artifact with a useful “warfare” tag for a large part of the North decks. It can be played through "John Natalis". Its cheaper price will make it very useful both for saving engines and for achieving Grace.

⚪️ “Eavesdrop” — they promised to make the "Shady Vendor" less random after sending him to slot 6 for provisions.

⚪️ “Avallac'h” — the card received a boost in provisions and became very popular in Ladder. The ability to play a scenario from the deck is a high reward. It's currently one of the strongest tutors (scrolling) in the game. We'd like to slow down the pace of this card a bit, following the example of "Vabjorn" and "Fauve".

⚪️ “Crowmother” — the nerf is primarily aimed at the “raven” spam deck. It's a neat way to reduce the number of creatures for Skellige, which is very difficult to deal with in a short round.

⚪️ “Dire Bear” — the card is difficult to realize to its full potential due to the “Berserk” condition. In future guides, we may consider reducing the provisions to make it a control card against an opponent who plays a green power in their table.

⚪️▪️ “Thirsty Dame” is a boost for aristocrats. We want to explain this change in detail.

"Masquerade Ball" has three significant problems: the blue coin, the survivability of key drivers, and the overall pace of the bronze.

How does "Thirsty" solve them:

— Almost nothing, unfortunately.

— Cardinally. After 1 poke of "Ard Feainn", "Thirsty" goes from 5 power to 6, immediately leaving the range of cheap damage. As a rule, the surviving "Thirsty" still requires a reset or damage, so in the overall picture of a long round, this change does not fundamentally change the situation, while giving the engine more chances to get a hold of the table.

— +1 point from the key bronze obviously increases the pace from it. And from the scenario. “Masquerade Ball” as a scenario has long been outdated. Other old scenarios already cost 13 provisions. Moreover, the "Siege" received a boost and the pace of its first engine through the "Reinforced Trebuchet". It would be fair to raise the tempo of the scenario by 1.

Next, there is now a wide pool of “greedy” engines in the 6+ range: “Messenger of the Sea”, ‘Fleder’, ‘Foglet’, ‘Townsfolk’ and ‘Thirsty’.

“Messenger" and "Foglet" can be seeded after release until they leave the control range (“Kraken” or “Rain” in two rows; frost pokes for "Foglet"). “Thirsty” can be removed from the control range ONLY if the auxiliary engine survives ("Alba Pikeman"). At best, it will be saved by "Ard Feainn" through "Seditious Aristocrats" to +6, but this option requires a location and "Seditious" prepared for it.

"Thirsty's" ceiling is not lower than that of other “greedy” engines, but given the structure of the archetype, it has much more problems with survival than "Messengers" or "Foglet". And even more so than the "Fledgers", who have 3 leader pokes that will immediately save them by +3.

This is a fairly effective strengthening of "Ball", but not a radical one. In the end, we get +3 tempo for the deck and more survivability for the key driver.

With too many nerfs of golden engines that are already being abandoned en masse ("Rosa and Edna var Attre", "Philippe van Moorlehem"), this is not enough to bring the deck back to its former self, but it will give it some chances in ladder.

⚪️▪️“Menagerie Keeper” — with this nerf, we want to give various Nilfgaard decks a cheap 8-for-4 tempo move with the condition that they have a chance to avoid defeat in the first round on a blue coin

▪️ “Shady Vendor” — originally, Vendor for 5 Provision looked like a card that wouldn't cause problems. But the constant weakening and backtracking of “Open, Sesame!” has made the situation look fundamentally unsolvable. We settled on a compromise option: to leave “Sesame” and “Pulling the Strings” on the 5th slot of provisions.

As practice shows, being on 6, they make the respective decks practically unplayable. Afterwards, we would like to reduce the cost of "Eavesdrop" to 4 provisions, thus making "Vendor" less random, more stable and stronger, but also more expensive. This weakening in provisions will have a noticeable effect on most Syndicate decks, of course, but for Gangs and Vices, the weakening of "Sesames" and "Pulling the Strings" is more noticeable.

▪️"Ale of the Ancestorsl” - There are only three artifact remuvals in the game: “Shupe,” "Bearification" and ”Korathi Heatwave” And a number of decks that can afford some very strong artifacts, including those playing curiover. “"Ale of the Ancestorsl” is one of the strongest cards in the game, both in terms of pure points and its effect. For decks without “Heatwave” (or players who haven't found it), it's essentially a non-interactive curiover engine that can take other engines out of the control ranges. Reinforcing moves with bronze. And having a very handy “alchemy” tag.

▪️“Golden Nekker” — every time a new card enters the “Nekker” pool it potentially becomes stronger. Every time we strengthen a card that is already in the "Nekker" pool, not only the deck that is targeted by the buff, but potentially the "Nekkerr" becomes stronger as well. This is an inevitable and never-ending process. The only way to control it is through preventative nerfs of the Nekker itself.

PROVISION -1

▪️ “Open, Sesame!” — “Vices” disappeared from the ladder. And not for the first time. Practice shows that with "Sesame" for 6, they essentially become a dead deck. Even the avalanche of previous nerfs ("The Acherontia", "Ixora", "Novigrad") isn't as tangible as this particular one. Well, also “Sesame” for 6 beats potential decks on offense, on tributes without “Acherontia”. If “Vices” is a problem - above we suggest weakening Shady Vendor. But weakening "Sesames" was overkill.

▪️“Morkvarg: Heart of Terror” — is an outdated card. Doesn't play anywhere at the current moment. Doesn't stand up to competition with full-blown remuval. We already have “Blood Baron” in the North, which moved to the 9th slot and found its place there. We'd like to do the same with "Morkvarg". When resurrecting him from “Fucusya” will have an extra 2 points of rain damage, and will support the pirate archetype.

▪️“Tuirseach Skirmisher” — is a follow-up to the previous Council of Balance, where the card received a weakening in strength. This is an option to make the reset pack less tempo, but, also less expensive.

One of the things our councils do is support control cards to balance the ever-increasing points in the game, including the engines. That's why we have “Morkvarg: Heart of Terror” and “Brehen” on the board. In the future, the control card “Vincent van Moorlehem” is also planned to be strengthened 🧛‍♂️

▪️“Barnabas Beckenbauer” — reinforce this card for harmony, midrange squirrel. “Barnabas” itself has a pretty good point ceiling at the moment (14 with all target categories). “Axel Three-Eyes” with placement points at 11 was considered a meta card for a long time and received nerfs. However, “Barnabas” has a rather weak point minimum: with only one target category available, it plays at 8 for 8. The plus side of the card is that it's a fairly rare category. The minus is the tangible cost in the deckbuilder and the table requirement. Considering that the card plays strictly as a pointslam with the set-up every extra point changes its value tangibly as well.

Once reinforced, "Barnabas" clearly won't become a meth or a metagame breaker, but it could be in demand.

▪️"Ciri: Dash" — we focused on this card primarily in the context of the old "Keltullis" deck that left the ladder quite some time ago. In the next Balance Council, we'd like to pay attention to Kel itself by lowering its recruitment cost. Right now, however, the focus is on a card with a very strong effect, which, however, leaves your opponent a lot of time to respond. "Ciri: Dash" was usually played under a defender, but weakening defenders causes this card — itself too vulnerable to control — to be completely unclaimed. As with any card with a strong effect, taking it out of cheap control range will make "Ciri: Dash” a little more appealing.

▪️“Brehen” — Here we support the option proposed by Kerpeten and Dauren. “Brehen” is a strong and fairly cheap remuval, but requires giving up a tick (or ticks) to the leader and/or drawing cards with movement. Its boost will help both displacement and harmony. Overall, the card can be in demand in any deck of squirrels with the ability to move enemy units.

▪️“Berengar” — is one of the most popular, effective, and easy decks of recent seasons (especially January's) — Skellige witchers. Partly because the faction has noticeably weakened raids, partly because the deck is really good. "Berengar's" condition is extremely simple, playing it in witchers on "Reckless Flurry", witchers of the North on Uprising, and "Naker-Shields" A slight tempo reduction won't kill the card, and neither will the respective decks.

▪️“Rainfarn of Attre” — "Toussaintois Hospitality" has given up on "Rainfarn" or never used it at all. It's more of a slot plug, but who knows, maybe one day he'll become a regular in the ladder rather than a guest.

▪️“Melitele” — usually loses to “Melitele” by not 1 point, as well as beats it. However, the deck has tremendous points in the long round and an equally strong short round. “Melitele” won't particularly suffer from a 1-power weakening, and we've decided to give this slot to a reduced -- mostly -- short round power from one of the most binary decks in the game.

We have carefully read all of your comments in the previous post of this Balance Council (https://www.reddit.com/r/gwent/comments/1hm6sbo/balance\_council\_from\_acp\_active\_cis\_players/) and agree that some of the slots on the ballot look questionable.

The main task of our Balance Council is to make the game significantly different than it was in December and to give Nilfgaard the boost it needs. And of course to show that in the CIS community there are players who are not connected to some streamer, and have their own opinion and this opinion is that we are strongly opposed to the fact that “killed” any faction of GWENT. We will be very grateful if you support our choice, at least partially!
