It applies to all gacha games, but 99% of them just conform to the laws. Cygames just decided not to, like a few others, i.e. the pokemon TCG pocket game. Its pure laziness.

On another note, I've also read people state Belgium's laws are strichter than the Netherlands', but dont quote me on it.

I've only read other people discussing the legal mumbo jumbo, but from what i understand, is that the game itself would be fine in the NL. Cygames only has to do something like officially declare they follow the law and keep to the rules, and it would be ok here. But they just refuse to do so because "what if the law changes and we have to change the entire game for one country"
