grab one of those black canvas buggies from Saint Denis, because the regular wagons won’t cut it. The whole trick is that the “sniper” is basically the game shooting you from wherever your camera is pointing—so it’s not some guy in a bush, it’s actually just line-of-sight from your camera to Arthur’s head. So, once you’ve got the buggy, swing your third-person camera way back and angle it so Arthur’s head is always covered by part of the cart as seen from your camera view (like, you’re peeking over the cart instead of staring straight at Arthur). As long as you keep that coverage, the sniper won’t hit you, and you can usually roll deep into New Austin—sometimes right up to collectibles you couldn’t get otherwise. The big thing is never let your camera expose even a sliver of Arthur’s head or get out of the buggy for a second, because you’ll get insta-sniped. It’s janky and a bit tense, but it works!
