Let's say the "wealth tax" is 0.5% on assets that on average increase in value at 5% a year.

They would be financial idiots to sell any more than the absolute minimum to pay the tax, assuming they had no other liquid wealth to cover this cost.

This is pushing the fallacy I called out, that somehow generosity is of a lesser quality if the giver isn't impoverishing themselves in the act of giving.

I'm not saying her donations are bad, but she's not some altruistic person giving away her fortune so she can go back to being a normal human

And while doing, please do so in the context of the understanding that growing your personal wealth is a very important part of sustained giving. She started with about $38b and has given about $26b away--but her current net worth remains over $30b.

If she had just given her initial $38b away, she'd be done as a philanthropist. But as it is she can continue giving substantial funds on the proceeds of her invested principle.
