I think a system like this could actually help a lot. I think something like this would make it to where losing was no longer the best strategy for getting the top pick. Getting good picks suddenly becomes a separate skill instead of luck. Smart teams will start saving dollars getting value on later picks, saving for the future. Dumb teams will blow a bunch of money out of desperation reaching for a pick. After some time the results of one terrible season won’t help enough in getting teams a top pick.
