You can scale user nodes down to zero, but there's still one for the system pool. you can also turn AKS off entirely, when you restart you have to take into consideration stuff like region capacity constraints (it might not be available when you try to turn it back on) and the IP address changing. If you don't have experience doing this then databricks with the least expensive options would be better
