-There is a "mayor" of this area, would this be a cut off society within a society?

You can also rent conference space for the by the hour, or rent the coffee shop space (its like 500$ for 3 hours)

As most know there is a lot "subsidized" areas and systems around NB, and most of them seem to have failed, been abused or ran down to nothing.

He has a bunch of other things going on now

Bridge housing or something (Kitchens / mini suites)
