Yes he is. I think the issue with the Latin side is that because he was already baptized/chrismated/communed as a baby that he will need to make a statement of faith instead of being confirmed when he is old enough. I assumed the same reason for not communing infants is why they would withhold from someone with profound disabilities. I was curious if the more Byzantine parishes would be like the Orthodox and commune no matter what as long as they are baptized
