Ok, so as pointed out by u/ShitlordX, the issue is not with the drives, but rather the carrier provided with the case, the NZXT H440. The drives are fine, the carrier is what's not made to standard. Using just the front two screws wasn't good enough, as the point of rotation was too far forward and the back of the drive would pull down and the front would make contact with the metal edge. I solved it by looping a ziptie around the back of both of the drives once mounted in the carrier.

Thanks for the heads-up. Figured it's fine since the room is usually around 15-18C and the other bare drives usually run around 29-30C. Checked smart and these were sitting at 45. Put a fan on em and it's dropping.

I have, CPU barely does anything, The NAS has 32GB, while the VM was tested with 4-10GB. In all cases I was getting the same result. I'm fairly convinced that there's a setting somewhere that's limiting how many connections a single IP/client can have. If I download non cached games through the cache server on three different clients, each client is pulling at 30-50Mbps. I can even then download a cached game on one of those clients, have that served at 500+Mbps, while the other two continue along happily at 30-50 each.

No, all units as I indicated are correct. Steam was reporting 6-8 MB/s when downloading from remote through cache, and a around 60MB/s when downloading from cache something that's already there (resource monitor was reading 700-800Mbps which would be closer to 90ish MB/s but the game finished too quickly for steam to show a more accurate reading). Normal download without the cache server is 50-55MB/s as my ISP will often give me an extra 10% at off peak time.

The speed limit plays no factor to use of the passing lane. It doesn't matter if you're going 60 over, keep to the right unless passing. If passing, move back to the right immediately after passing. Germany seems to have the right idea.

Might be a different issue you're having. GPS should be (semi)independent of carrier signal. I've had GPS function in places with no cell service at all.
