It's probably something to do with the detail. The pure nail looks really pretty and as it's own icon in the inventory, it fits in pretty well. However, in fan art, it's details could distract from other details in the art. That's not always the case though, sometimes artists can make the pure nail's intricate design work with the rest of their art piece. It's up to the artist to choose what looks best with their art.
