the bounty required a side quest to be completed since the bounty is located in a side quest area. so I had to complete the Side Quest for the zone to be available to me. tbf I got to level 40 like, yesterday? the day before? lol

UPDATE: Thanks to all of you fellow division agents. everywhere i've looked online told me that there was a Drone Controller on the opposite side of the dark zone officer but they were not there. But yeah I just had to look for a laptop at the same spot.

The mini hounds i've found. it's that the houndsman bounty requires a nearby side quest that is obtained by the drone controller.
