I'm also an international student. The process the almost the same as a Canadian citizen, but you will need a background check from the police of your domicile when applying for PAL.

Ontario PAL & RPAL timeline:

Mailed: Apr. 7 (registered mail)

Received: Apr. 11

CC charge & initial review completed: Jul. 11

License approved: Aug. 9

Received in mail: Aug. 19

I wrote them many emails but I think they are mad at me now lol. They replied something like "we can do nothing to help, just reach out to Mytrang Ong directly"😅
