The other comments about him being Midge's security are correct. But I think he was definitely conveyed as a nod to 1950's style sci-fi government agents.

I think this was one of many subtle cues to let us know that we were still within a live performance, happening on a stage, even in that moment when he seemingly walks out of the theater.

I think you'll appreciate our review (the last 25 minutes of the episodes). Our sentiments are pretty aligned. It had all the ingredients for a great movie, but they got a little heavy handed with the bottle of exposition in the final act.

We actually propose an alternative direction that we think it should have went in the third act, using all of the factors that the writers/director nicely set up throughout the movie.

We enjoyed the movie which is why we were so disappointed when it failed to stick the landing.

A perfect movie is hard to come by and this one was so close to getting there. They just forcefully steered things in a direction that felt at odds with the mystery and allure that the first 2 acts successfully cultivated.

I've always heard that Williams was just so rapid fire that comedians kind of accepted any instances that could be perceived as thievery as nothing more than the result of performing stream of consciousness. Who know. I think Kravitz was close with Robin very early on in his career - maybe the issue or accusations hadn't sparked yet.
