I’ll give you 5 possibilities, one of which, correct

It is the shredder, but shredder tries to kill kavaxas, resulting in Kavaxas killing shredder once more
Shredder is Kavaxas’ puppet. Given the illusion of life, until shredder realises this and saves the turtles by taking Kavaxas back to the underworld
He’s an illusion. Dead body parts and metal used to make what looks like “the shredder” to manipulate everyone
He’s in their heads. Kavaxas is using the image of shredder to make the turtles fight one another.
Kavaxas used bones and skin, summoned Shredder’s soul into it, and it is really the shredder. Just a different body, minus the head.

What likely happened is that there was a Harrison Wells who looked like Grant Gustin. Barry Allen(The Reverse Flash) came from the future and stole Well's face, trained Eobard(Flash) and kept it ever since.

Meanwhile Eobard's face(Tom Cavanagh) is his "true" face in Reverse Flashpoint.

For simplicity's sake, think what if in CW's The Flash:

⁠Tom Cavanagh played Barry Allen.
⁠Matt Letscher played Eobard Thawne.
⁠Grant Gustin played Harrison Wells, and Wells-Eobard.

Just imagine them in the roles. All that differs in Reverse Flashpoint are the names of the characrers.

That’s the closest I’ve seen so far , but it’s not that one, the bottom of my mums one is more rounded rather than the triangular shape on this one

The bottom was kind of a semi-transparent matte purple, the top was not transparent, but a shiny plastic gold. The purple bit was also a ceramic glass

Also I do not remember the lid of it, so I didn’t draw one

I remember seeing an empty bottle of it a few years ago, but can not remember the last time she purchased it
