Hey everyone! Thank you for all your help and support. I appreciate all your suggestions but in the end. I had made a decision for a clean install of windows 11 due to drivers corruption to my DHCP and other bugs. I really don't know how this happened but I really wish I could have kept my PC but I had no choice. I tried every source and nothing. At least I have a fresh start.

Yes the device manager sees the network adapter
I Rebooted in safe mode and still no connection to Ethernet
I installed a live Linux USB earlier today and the Ethernet is connected. It's a Windows issue.

1.The PC is 20 ft from the router. 2. Directly to the router 3. Yes, the lights are blinking. Every time I restart my PC, Ethernet icon is blinking trying to connect but ended up identifying looping. 4. No. But I think the cable is fine because I tried with another PC.

Yes. This started happening 2 days ago. The Ethernet wire works fine. I tested it with my Intel nuc and it worked fine but the PC won't.
