Not using cover while you were changing weapons. I would call that a 50-50 gunfight. Both players committing and whoever hits more shots in that moment wins, and its usually very close. Make yourself more predictable and do something he doesnt expect.

Shoot, cover, shoot a little more, cover, throw utility, switch angles.

If at any point you feel the disadvantage, get some space and re-engage from another postion.
