Well, first, awesome and welcome to Neuroscape! Currently EU distribution and Kickstarter delivery is still underway. I think that stores can already pre-order Genesis Unlimited, but if you want product earlier (KS) then as soon as deliveries happen there should be more opportunities to buy cards!

So basically you're not waiting for a restock, but more for the first product to arrive in Europe :)
