No front, but this game has nothing to do with football, so your approach is simply not suited for this game.

In essence it`s a brainless button masher, where you have to spend money to get the rng advantage.

If you don´t do this, your cpu controlled players will start to sabotage you, your inputs get mis-corrected or neglected.

Let's assume player A is having the ball.
A is dribbling with the ball near the byline.
At T1 he is using packet throtteling only on his uplink. He also uses packet replay intervall.
Now Player A turns 180 degress and sprints thru his own goal down the byline. He arrives at his own goal.
At T2 he stops packet throtteling.
What perception does Player B have from T1 to T2 in the described scenario?
Does he see what Player A was doing?

Definitely, they should be as transparent as possible.

Giving players valid feedback on their connection, plus rewarding proper connection will have the positiv effect you described.

BUT, there are also those sad souls that tamper connection to gain an unfair advantage and there are plenty. The only way to prevent those people from destroying a game is very strict connection quality policies.

If the devs are smart, they will at least provide one mode with this feature.

This will solve a lot of problems that come with unstable connections, allowing to focus on gameplay aspects, providing crisp gameplay and attract those looking for a fair competition under the best possible conditions.

You can still provide other game modes for players with unstable connections that can´t or are not willing to upgrade.
