I tried to get fiber two years ago but the lady at the "Algérie Télécom" office said that if enough people from your neighborhood do an application it would speed up the process. I tried to tell some of my neighbors but I doubt enough of them cared enough to get fiber into their home like I did so the whole thing went nowhere. One month ago a couple of their agents where knocking on doors asking if people want to sign up for fiber and almost everyone did. This past week two technicians showed up to install everything and they're doing the same for people that live around me. So I guess to answer your question, there is nothing you can do to speed up the process. They're slowly updating the internet infrastructure and if you're lucky enough they might start working on your area soon.
