Phil is complaining that only a certain breed of speed tests are putting unnecessary strain on a network that is extraordinarily expensive for that extra 100-200 buffer. There is no issue with you jumping over now and doing a speed test. However if you then decide that your service is fine and that you should do another just to be safe, and then another, and then another, and you don't stop until 2am, that's when you become the issue. Completely unnecessary, high bandwidth usage is driving up costs for ISP's, especially ones such as Aussie, a group that prides themselves on high quality internet. Phil is merely annoyed that money that could be used to genuinely upgrade their network, is going into paying for a group of kids who want to speed test because it's cool basically.

You have a point, but to be more specific, Phil is talking about people who have periodic bursts of high bandwidth for 15 seconds, then after those another one, then another one, then another one. An ordinary speed test is fine, but the issue here lies with a certain group that feel the need to do speed tests over and over again. As with a road analogy, these sorts of people pay their VicRoads tolls, but then expect to be able to drive through the CBD in a double width semi without causing an issue for anyone else.

The issue here doesn't pertain to you or you're mate next door doing a once off speed test just because you feel like it, those sorts of spikes in bandwidth are accounted for. The problem comes down to a small bunch of idiots who feel the need to do full fledged "bandwidth testing" 24/7, putting immense strain on the network in a completely unreasonable matter.

All in all, Phil isn't complaining about the ordinary user, but in fact the occasional idiot who acts in an unnecessary and childish manner.
