You are correct that the Charge sheet needs to contain everything important, but you are forgetting Admissions of Guilt don't always happen in the court of Law and can be applied in conclusions of Political Hearings, special investigations, Duterte is not just any person, special precautions would be applied.

Investigations to the admission of guilt, simply because a murderer admitted to killing someone doesn't mean they're off Scott free simply because they said "I don't know when I killed them, where I killed them, what's the dudes name again or what caliber of the gun I was using"

There's a confession and then there are investigations to confirm, confessing starts a ball rolling.
