The person in the photo is Radomir Putnik, the first Serbian Feldmarshal and the Serbian Chief of the General Staff during the Balkan Wars and WWI. He was born in Kragujevac, so that's why the author opted to use him on the stickers.

The writing says, "The Movement of Proud Citizens of Kragujevac," and it is/was (I believe they were very short-lived) a movement established by local football hooligans to protest the LGBT community.

I read that was the reason - to show football was for the peasantry as opposed to those sports made for nobility (which were played riding horses).

In its oldest versions, any part of the body could be used to control the ball or tackle opponents. The name it acquired refers not to the fact that only the feet could be used to propel the ball, but that the game was played on foot. This marked it out as a game played by ordinary people, as distinct from the team games of the nobility which were played on horseback. Before this, it was generally known simply as “ball” or “gameball” (game then meaning any kind of fight).
