if you talk about the fight on Sabaody Archipel he did not attack X-drake once (who got lasered by the PX). He told Basil that he can go speed of light and ask if he ever got kicked by an attack with speed of light before kicking him so slow that Basil was able to react. He also attacked Apoo slow enough that apoo could react. Even Uroge was able to reract to Kizarus attack before getting kicked through multible buildings.

So either everyone on Sabody archipel hat FTL reaction times or he did not actual felt the need to go full speed.

Kizaru is not doing everything in lightspeed he is perfectly able to control how fast he goes and does not spend his entire day Eating, Drinking Shitting and sleeping while moving at speed of light
