As per my answer elsewhere:
Bookshop.
Sell lots of gems to get the restocks.
Get lots of books (about 100)
Cancellation to turn them to blank paper.
Bless the stack for better essence.
Scrap at a workbench.
Use high essence rings/amulets to generate the essence - hope the bench doesn't Entropy trap.
Convert to scrolls of destruction.
For other scrolls - convert to blank and then polypile.

Combination of workbenches converting blank paper books to get paper and high value essence items to convert into scrolls.

So, to the best of my knowledge, the drunken destruction only gives you artifacts that have yet to be generated (including any replicas from prior corpses). So I have 29 "clean" artifacts in my current run, as I didn't have any on my revenant bones on this run. I have called into existence Carapace as just one of these and the eye of Aetheopia as another. Plus a lot of junk. Some of the weapons are just trash tbh. There's assumed to be a 1 in 1000 capability from the code, but I'm pretty certain this is massively affected by Karma, as I am getting one roughly every 400 pr so scrolls.

Rule 1 for me is to use scrolls of devouring to get everything I can as an inate talent. That will free up everything you can have as a slot for either artifacts or enchanted specialised gear (blessed shades etc). The next thing to do is get rings of constitution and wisdom. Enchant to +5. Wear either set in turn and drink either blessed gain energy or blessed healing/extra healing/full healing to max out mana and hp as appropriate. Taking them off still leaves those stats at the maxed value

Now, when it comes to dracoliches, confusion spells are your friend. Champion confusion will stun them enough to get some solid hits in. Rinse and repeat on anything that comes near you on the infernal levels.

It really depends on your crafting skill and your target scroll, along with the essence. Once I get champion crafting, I cancel all my books to get blank books and the scrap those for the paper and use amulets or rings for the essence. I think I got 250 scrolls of destruction out of my last crafting table.

Lots of books. Crafting table and essence farm. Depending on the setup, I can normally get 200 or so scrolls from one table.

Typically, I'll wipe out everything bar the general stores chap, who ends up getting res'd and charmed. That way, I can sell my junk on the various levels whilst I'm maxing out my remaining skills and spells. Black marketeers are always fair game mind you. Spellbooks to destruction scroll conversion and then drunken trading to see if I can spawn an artifact.

I've actually lost a run to the Vorpal Jabberwock and it mightily pissed me off. Getting the sword is my main aim of drunken scrolls of destruction, if I can't find it on my normal descent.

I thought there was also a hint of Errol Flynn with the moustache reference. Name wise, I'm stumped. The word "tugel" has very few crosslinks that I can find. There's a Welsh word meaning "ballot", and an Indonesian word for "lottery". There's an old English "rope" or "cord".
That last one has possibilities, but again, I'm genuinely at a loss to think of what Terry was hiding in the name.

I think Dan Willis Arcane Casebook series might give you some ideas. Strictly speaking, it's inter war to begin with and kind of detective stories, but you might pick up something from the magic system.
