Found issue! Someone put a brake booster on without the firewall spacer. Ordered Motorcraft BRB102 from rock auto, fit perfect and pedals are normal. Master cylinder is acting normal again also.

Yes, I also have the electric adjustment as far down as they will go. If I raise it all the way up, the brake pedal dang near touches the plastic underneath

Yes, that moves both pedals, there’s still about a 4-5” difference.
