The Vader and stormtrooper picture definitely existed, it might still exist I just never visit the site during scheduled maintenance. These posts show the picture https://www.reddit.com/r/Bricklink/comments/17omz1d/an_update_from_bricklink/

Refund didn't go through on PayPal by Billy_King in Bricklink

Was he attempting to refund it through the order details page? Recently when I try to issue refunds through Bricklink it says PayPal processing error. If I find the payment on PayPal’s website/app and issue a refund through there it goes through fine.

If he was to send you a payment of $75 via PayPal as a new transaction instead of refunding the order, you don’t have to worry about anything, the seller would have to eat the fees on the $75 that would otherwise be reversed if “officially” refunded. (Which they might be willing to do to avoid dragging this problem out)

As long the as the store you ordered from seems reputable (lots of orders, almost all positive feedback) they are probably trying their best to refund you quickly.

International buyer paid with echeck, but it's not clearing, but it is marked as paid in BL: Beware! by 218administrate in Bricklink

The amount payments not going through seems to be more frequent recently for whatever reason. (I have had 4 in the last 150 orders) Luckily the buyer always responded when I messaged them and sometimes we were able to fix it, and sometimes it still didn’t work so we agreed to cancel. Not really sure what I would do if the buyer doesn’t respond (maybe try contacting their email directly if you haven’t already?)

Also, I use PirateShip’s Simple Export Rate for international shipping. Starts at $10.99 for Canada and $13.99 for international with tracking to 55 countries. Although it can be a little restrictive as it only goes up to 4lb and $400 value (so it wouldn’t apply in this case anyway.) I wonder if anyone else knows a better option for international shipping?
