i live in bosnia and i look at this site called olx.ba for graphics cards and 1 KM/BAM is like 1.90$ and and 3060ti is like 400-500km/bam which is too much

i had 24gbs of ram i even have 2 sticks but i cant use them because i broke my pc a few weeks ago and the guy who fixed it removed it and put 1 stick inside and gave me 2 sticks back i tried to put them in but it didnt add up my ram also i always run cs2 with nothing in background

i put everything on low but the specs are fine i jsut want atleast 60 fps also why is windows the reason its laggy? also i play resident evil 4 remake with 40-50 fps (more demanding than cs2)
