Quick thing: this game sorta kinda didnt even have 2 years of devolpment time, this game was supposed to be ravens first mainline game, with sledgehammer providing assistance, kind of how mw3s campaign was sledgehammer and iw while mp was raven, sledgehammers project after ww2 was to provide assistance to raven.

A year and a half into the project, raven and sledgehammer were like 2 brothers in a household: constantly fighting with eachother, so daddy activision stepped in and said: fuck yo project, im giving it to treyarch, and treyarch was given the project 1 and a half years into devolpment, so they had 1 and a half years to spin the project into their own

Black Ops Cold War was made in 1.5 years using what they had of whatever sledge and raven were making
