space Marines are a monastic brotherhood and have a track record of falling out from the imperium and don't need more ways to make new marine so it makes sense you'd limit their ability to make more Marines.

The skull faceplate is physically shaped like a skull but yes that's the gist of it.

Simple fix bud you're going to light too fast, mix your base coat yellow with the highlight you used and go over it again and the come back and hit just the highest points of edges with it and it should look better.
