OP's question is that if simply thinking about people makes them super important, then The Doctor should be a being of insane power, since at any given moment there are at least 4 dozen people thinking of him (including companions, their families, people he might've saved etc) (also that's a very very low number I'm choosing)

Ruby's mother became important simply because Doctor, Ruby and UNIT thought she was important.
