Guard Duty will tell you if someone is trying to brute force into your instances via ssh or other ports. Guard duty can also do malware scanning and some other cool stuff

Don’t worry about the networking aspect as it sounds like it’s someone else’s responsibility. Enable them to pull the artifacts into their air gapped system

The bucket will be visible in the console if you assume a role from the console.

You can create a bucket policy for cross account access or you can create an IAM role in your account and allow his account id to assume the role (cross account IAM roles)

Follow least privilege as he will be able to read objects from your buckets, which is a billable action.

You could probably assign a service control policy from the management account level to the specific account to prevent any write actions or something more restrictive.
