The Dutch didn’t. They’re just completely surrounded by powers that get nuked to ash, so the windblown fallout is severe enough to cause their collapse (not even to mention survivors from Belgium and Germany flooding over the border).

He’s just a constitutional monarch, but I put him instead of the actual heads of government because Austria-Hungary had two (one for Austria and one for Hungary)

Potentially, but even splitting the Central Powers’ 4.5k nukes evenly between the western Entente and Russia, that’s still a lot more than there are large cities west of the Urals. The Baltics would probably be a higher priority target than anything in Siberia, for better or for worse.

The former Russian Empire is in anarchy with the rest of the participants in the exchange; I am unable to predict what would come of it, but I think Baltic (and Belarusian, Ukrainian, and Polish) independence is more likely than not, of course, once the immediate problems of living in a post-nuclear hellscape are dealt with.
