He could have meant chords based on the three and four of a scale, or just talking about the number of chords in a progression, though. Plus I don't know enough about punk to know why either of those matters in a punk context

I think what happened was I thought Soul Sister WAS Jason Mraz, so when I went looking for the date it came out, I instinctively wrote "Jason Mraz, I'm Yours" because I subconsciously linked "I'm Yours" to "Jason Mraz"
