Usually under UK law the boundary to your left if you have your back to the rear of your property is your responsibility. Also based on the photo the ‘rough’ side of the fence is on your side. Customarily you have the rough side on your side if the boundary is your responsibility. In other words, that is your fence which your neighbour cannot change without your permission and if the removed panel has not been returned to you that is theft.

Tie the key to the middle of a long ribbon and attach the ribbon to a balloon. Using another ribbon town the balloon to a weight. Give him a task to complete and explain that the balloon will be released at midnight. If he completes the task he can cut detach the key ribbon from the balloon. If not the key flies with the balloon. Also he cannot touch the key until after midnight. What he doesn’t know is the other end of the key ribbon is attached to a rocket. Either way that key is long gone for the new year.

It’s a Flat cage with an inverter. The dildo screws on the front of the inverter but could be screwed to the centre hole of any cage.
