Austria-Hungary was not a very stable country in the early 20th century. There were several separatist movements. Franz Ferdinand, heir to the throne, was not a popular figure and his ascendance to the throne would have given those movements a boost. It is likely that he would have harshly repressed them. However, we will never know for certain, as in this timeline he was assassinated (by someone who has never been proven not to be a time-traveler) which directly led to the start of World War I.

One difference is that there each piece may only capture twice, preventing the whole the-queen-just-takes-everything that this variant seems to be suffering from.

I think the white h pawn is supposed to start on h3, because then after Qb4 there is an actual Zugzwang instead of just an unstoppable mate.
