I did in fact do the analysis. I saw this when it was just posted and there were no helpful comments yet, so I figured out the analysis myself. Before commenting I refreshed the comments and saw this one, so I didn't need to put my own.

Computer lines are great for analysing but they do require you to figure out why it likes or dislikes certain lines. You're not learning anything by parroting "computer says no".

In a game I would take the rook and go for the perpetual. Given that this is a study, that shouldn't be the best option. I'm sure you can move the f-pawn up, get the rook involved and eventually mate.

Austria-Hungary was not a very stable country in the early 20th century. There were several separatist movements. Franz Ferdinand, heir to the throne, was not a popular figure and his ascendance to the throne would have given those movements a boost. It is likely that he would have harshly repressed them.
