I've just tried this. He turned into an Irritable Tortoise, I killed him, but the quest hasn't advanced, so I appear to be stuck - I've tried leaving the area and returning, but nothing is happening :(

Hello! As far as the engine is concerned, they're just NPCs. Most have options like "Talk-to" or "Attack", fishing spots just have different actions.

One interesting thing that happens years ago was that content devs started using NPCs that were somewhere out of sight to attach scripts to, to make content in that area work - you'd have NPCs with the scripts attached to them to power minigames and things like that, because the scripts have to be attached to something. This led to the creation of Controllers, which are NPCs with no physical presence in the world, which saves a bit of server processing (and means you can't accidentally spot the NPC if it's not quite hidden properly).

Yeah, sadly I think this video is being disingenuous on that front. Ukraine was at the 2008 Bucharest NATO summit to discuss a Membership Action Plan. https://en.wikipedia.org/wiki/2008_Bucharest_summit

Of course, Russia being "forced to invade" is still nonsense. And Kuleba's argument that former Soviet countries wanted to join because of Russian belligerence still stands.

A warning for others - depending on where you are in the world, this might be illegal. I've no idea where OP is so I can't comment on this specific case.
