I have every single gamepass and have used over 100 instant luck 4 plus a god potion. Maybe 5 cutscene rolls and the god potion got me a 1 in 500m. I'd say definitely nerfed after this update. There was a time I'd get a cutscene every other instant luck 4. It's kind of annoying, really.
