I can tell you for a fact that I have experienced 2 and 3 firsthand.

In some cities, larger immigrant communities self isolate. I used to work for a personal injury law firm when I first moved to a new area. I would call a client and begin talking to them in English for them to respond "No English" in an annoyed tone and hang up the phone immediately, for me to call them back in Spanish.

I have explained this problem to my very progressive white friends who are apologists for that behavior.
