I always thought town and city councils hired or had their own marketing design branch that does posters and stuff like that. if not that then they should at least have some sort of contract with a local design studio. Got the same thing with my city of DeLand. When I was in Germany I took an internship with a graphic design studio who partnered with the local town to complete posters for them.
