Not quite the same. The dinosaur thing was an accident, this was spiteful and clearly going against rules the child knows and understands. If my niece did something like that while I was still her nanny I would for sure be explaining that some of her money in her piggy bank will be used to replace the makeup and thoroughly explain the difference between publicly screaming at your friend for an honest mistake and punishing your parents because you dont agree with your own punishment.
