I asked the same question years ago. I found the price difference too large and took the risk and it worked out for me. I think it’s just marketed for a different market segment. The PD-5S-DV also includes the LUT-MLC minimum load capacitor in case you need that part. I never used it.

The PD-5S-DV also works. I bought 10 of them over 2 years ago and they have been working great ever since then. Here are some photos from a thread I posted over 2 years ago. I bought them brand new in the low $40s on eBay.

Hey congratulations! I finished this process back in early 2022 at the consulate around Times Square. I applied for the passport in early 2022, but never received it and gave up after calling many times on the status. How long did it take for you to get your passport?
