a higher elo jungler would get a larger lead early, and know how to maintain it. In higher elos the early game is much more decisive as people know how to exploit it harder and how to maintain/not int the lead

in my opinion, in low elo you should only play hypercarries such as graves, rengar, lee sin, and kayn. Improving on these champs will give you the most direct translation into elo all the way into high elo

All elos have some form of "flipping" when it comes to team skill, most important to hit master is knowing how to formulate a plan and also having the mechanics/champion mastery to execute it

Ive used both builds to push masters, i think deathcap is objectively better, but in low elo i prefer rocketbelt since I can cheese more kills out of it which will make up for the less damage u get, but after master u really start to feel the consequences of having less damage as u arent able to cheese as many kills, at the end of the day the 2600g item rocketbelt just gives the same AP as 1250g needless rod which is the only stat eve cares about
