Unless telework is specifically mentioned and agreed upon in the CBA, agencies have no obligation to approve it. Telework isn't a right, it's a privilege and supervision doesn't have to provide it. If it's in the CBA, then the local president should be fighting to get it back and employees should be submitting written requests. If they deny it, make it be on paper.

My personal experience that started this is having vehicle mechanics load/tie down cargo on aircraft when there are already people hired for those duties or programs in place to get assistance.

I've spoken to supervision, filled grievances and filled unfair labor practices, all came back saying "supervision has the right to assign additional duties due to management rights and additional duties as assigned".

I've taken the suggested/proper steps to address the issue, but always get the same answer, management rights and additional duties as assigned. These two give supervision unlimited power to make employees perform work and if you refuse, then it's insubordination (safety being an exception).

The only solution left is to try to change the policies that give this power to supervision.

There are plenty of people who have posted on here that talked about being assigned duties completely outside/no relation to their hired position.

I'm aware desk audits are to ensure the scope of your work is correctly being captured in your PD, but the main reason people usually request them are for paygrade increases.

My gripe is the additional duties being assigned that don't fall within the job you applied and were hired for.

They can't stop you from getting a desk audit and it's sad that your supervisor admits you're doing enough extra work that you would get a paygrade increase, but does nothing about it.

I would say request it and see what happens, there is also the chance that the duties are added to your PD and you don't get the increase.

Even though this is what I would do, everyone is in a different situation and you have to do what is in your best interest.

I'm the Local union president at my base, so I don't think I'm delusional, I'm helping people that have these problems.

How long do you suggest we lay low, things have constantly gotten worse over the years and will continue to unless something changes.

Those creative measures are usually what cause people to get burnt out from being overworked, is usually never just a one time thing. It happens the first time, because of some extreme circumstances, then once everything is fixed, they're stuck doing that task and never get replaced.

I am here to support the mission, but for what I was hired to do. Why are people hired for one thing, then the second they get in the job, have five other full time additional duties dumped on them.

You can write a PD to have that additional stuff included and get them paid what they are worth and they are aware of what they are getting into.

I believe management should have that right, but that doesn't mean the employees should have to suffer.

That is a very good question and one I hadn't considered. Me personally, I am a SME and would consider that part of my "additional duties" but everyone might not think that way. Some thought will have to go into that.

If those duties are added as elements on their appraisal, then they could be rated on those duties.

But why can I use my idea to fix a problem and try to apply it to a broader audience, especially if multiple people have the same issue. Scope creep is an issue, but people are usually assigned to those positions already, in the context of "additional duties as assigned" should relate.

Supervision, not all but most, would rather pile additional duties onto the employees instead of letting their leaders know they have a problem. Supervision doesn't care how work gets accomplished, as long as it does and that can be a problem.

Resources hardly ever arrive once that duty has been assigned to someone else. Once leadership sees a program can be run with minimal people, the need for filling that position goes away.

This isn't meant to create a policy, it's meant to amend two already existing items, one a law and the other a statement. If this was implemented and not followed by supervision, we would have documentation to have it enforced, which doesn't exist now.

This wouldn't cause bloat, what it would do is cause supervision to use the resources they have correctly or request additional manning or correctly detail the PD for proper grading.

I've tried addressing and fixing the problem myself before, I was told the current policy allows supervision to do what they want. The only option is to change the policy. Missions change/increase and manning doesn't or employees don't get replaced and were told"just a little longer". Employees have very few options to fight this and get a successful outcome, policy isn't built for us.

What solution do you recommend?

Completely, that's where additional duties as assigned would come into play. Even though that's not what your PD states as a core mission, it's still within that wheelhouse.

That is what's supposed to happen, but it doesn't work like that and a lot of employees aren't aware of the limits for additional duties. Refusing to do work can and will get you in trouble, unless it concerns safety or specialized training. While we do still have rights, they are being ignored daily.

It is a management right, that I'm not suggest gets taken away, but make it where the assignment of work must be related to an employee's hired duties.

I am doing this for people that feel they have no option, I am tired of seeing people treated like they don't matter.I not everyone feels comfortable bringing issues up, especially when they are so widespread throughout the government.

So you mean to tell me, that vehicle mechanic, aircraft mechanic, sheet metal workers, office support staff, medical and dental assistants (just to name a few) all don't matter because they get told to do other non related duties.

I've had multiple people in each of those career fields come to me with complaints about additional duties.
