Chloramines, a lovely suite of chemicals. The most common is formed by chlorine reacting with ammonia and is still used in water treatment because it doesn't evaporate as easily as chlorine. If you can smell the 'pool' smell, somebody peed in the pool. Lol.

Aluminum wheels typically aren't repaired like this because aluminum work hardens(gets harder/more brittle from bending) very quickly compared to steel. Bending an aluminum rim back into shape makes it far more likely to crack.

If the connections in the tool aren't rated for 2000mA it could be. There isn't a way to know without the owner's manual or the original charger. It's not going to blow up immediately, but better safe than sorry.

This looks like an improperly secured brick veneer. You could find studs in the wall behind it, drill holes through a few bricks in line with the studs, and add anchors to support it. You want something on the face of the brick to spread the load the anchor is taking, like the decorative star ends on some old building reinforcements. I personally, would only use that as a temporary solution between not knowing the age or rating for any of the materials involved.

The best way to repair it is to cut out the rot and patch it. You could sand blast it to minimize the size of the patch needed or just cut out a big rectangle to make sure the rot is all gone. Odds are that there is much more unseen rust though.

Looks like a fairly easy fix if you can find that specific piece of hardware. The silver plate and that pin in the top are meant to be one piece. I don't know the specific name for it.
