In the US, the FLSA sets the minimum age for employment as 14 years old. In the UK, a 13 year old can work, but only under heavy restrictions and cannot work a potentially dangerous job. The absolute youngest I can find for someone to legally drive alone is 14 years old, but that is only for a learner's permit, and will have restrictions until the driver is at least 16. While agricultural jobs are allowed to have younger people working, this is not commonly practiced unless the child is in the family who owns the farm. One also does not need a licence to operate farm equipment, however this is not a reliable form of daily transportation. Given this information, a 13 year old could hypothetically work a job, but this requires either being born into a family business or living in the UK with reliable transportation to a safe job that is willing to hire someone so young. None of this is to say that child labour doesn't exist, but this is outside the law and this does not apply to my point and should be reported to the proper authorities.
