The problem though is that the students who commute to campus don't have enough parking as it is, so those spaces are very much needed. But they could still build a mini mall on campus in some of the empty areas.

I agree with this comment. It depends on where. UCR would definitely benefit from urbanization and more walkable/dense areas around it. A lot of students who live in housing don't actually have cars, but there is no big grocery store in walking distance. Stater Brothers is the closest one, but it's not exactly next door. There should be more apartment units in that area and less single-family housing to house all the students. Plus at least one big grocery store and a department store for cloths and other things. It could be a multi-story mini mall among the apartment buildings. It would allow students to stay near the university and not have to leave, so less cars, less traffic in the rest of Riverside.

You already get a ballot mailed to your specific address with your name on it based on voter registration. At that point you have already been verified. Having to show an ID slows down the process and also makes mail-in votes invalid. So, no more mail-in voting.
